Brodsky, who authored his own legislation to close New York's soft-on-incest loophole recently, has now introduced two bills aimed at sweetheart plea bargaining. Brodsky's Assembly Bill 9904 would require the state to conduct a study of "the use of plea bargains throughout the state in sexual offense cases" and to report back to the legislature. Another bill, 9905, would eliminate the ability of District Attorneys to let sex offenders plea bargain down to non-sex offenses, avoiding a clear criminal record and sex offender registration.
