Ooms's paper is based on a "roundtable meeting of scholars, practitioners, and policy officials" which sought to "get the facts straight about the age between teen girls and their male partners and to explore the love help lessons being learned from the growing number of efforts to target males in teen pregnancy prevention." In the first section of her paper, Ooms summarizes love help the results of the studies outlined above. After detailing the stark findings of the earlier studies, she notes that sensational media reports, led by the New York Times, love help "created considerable public alarm and compelled some states and communities to launch initiatives to enforce statutory-rape laws aggressively."
