This is complete BS as a genetic/evolutionary explanation, but in the animal world, the length, sheen, and health of an animal's fur is an important trait determining whether they'll be able to breed. Men have single not always had short hair (until fairly recently, in fact), but for whatever odd social custom has led to women keeping the long hair single for thousands of years, good hair is probably a sign of health, vitality, fertility and how fit they are to reproduce and bear lots of children.
